Planning: Full Text Search

We'd like to add full-text search for documents, translations, mailing list posts, and anything else that makes sense. Xapian looks like a promising engine for this. One potential issue is that Pulse stores information about objects in different languages. In principle, it can show you things like modules and applications with localized names. We need to think about how to do multi-lingual search right.
